What exactly does partial refund mean? Will I get the whole of my prepaid balance refunded re the October changes?

You will get a prorata refund of the remaining credit of your current recharge.

That depends on what recharge you are on. If you recharged $40 and you had a 35 day expiry and you were three quarters of the way through the period, you would get $10 refunded.
