Samsung Handset displaying "No Subject" messages

Recently I have had a few staff come to me with issues relating to voice messages on Samsung devices.  People are leaving messages but when our Staff open them, they appear as 'No Subject' and when they try to open them.....nothing happens - They fail to open.  They seem to appear as MMS now (believe this was not the case before), which is strange as Council does not have MMS turned on.  We have always been able to listen to messages & iphones are still OK but for some reason, just recently, it has become an issue with Samsung devices.  Do we know what is causing is & can it be rectified ASAP?
