Hi leafv,
If you purchased the tablet on a post-paid Telstra plan, it will be unlocked.
The frequencies it can use are as follows, regardless of locked/unlocked:
2G Network 850 / 900 / 1800 / 1900
3G Network 850 / 2100
4G Network 800 / 1800 / 2600
