Ipad Excessive wifi use.

My wifes Ipad uses excessive data when on wifi because we only have 8gb a month I have to bar the ipad as it would consume most of the data instantly I have disabled notifications and she only downloads and updates games it does not have a data meter I have installed one but they can be prone to be inaccurate.I have a Samsung pad and hardly uses any data how can i fix this .
