It’s clear that Telstra Air rides off the back of home broadband users’ networks (without impacting on those users’ individual data usage). Is there a similar arrangement at Telstra Air hotspots whereby Telstra Air can access a person’s personal mobile hot spot when that person is standing nearby? A subsidiary question: does that purloined data get charged to the mobile (like what happened with home networks in the past but since rightly corrected). Have had a huge spike in usage when standing near a Telstra Air hotspot yesterday. Admittedly it could have been someone directly stealing from the phone’s hotspot but want to leave that out of the discussion to resolve the Telstra Air question.

No it is not possible for Telstra Air to use an individuals mobile hot spot when standing near a Telstra Air Hotspot. It is technically not possible and there is no need to use an individuals mobile data connection. The Telstra Air has its own fixed line internet connection.
