Problem with phone hardware/ PABX

We are having a problem with our business phones, we have had telstra out to check the line and the exchange and reported that they were all fine.  He suggested that the problem was with our hardware and then left!

 

WE are unsure as to whom could help us look at our hardware or the PABX box thingy?

Just to advise you that the stores and business centres generally do not read these messages.
