No access to e-mail via Outlook - AGAIN

Seems this problem is becoming an almost daily issue. Access to e-mail via Outlook not functional because of lack of recognition of passwords. Not quite sure what I'm paying for but I'm pretty sure it's not the debacle I'm being served up.
