Telstra mail (@bigpond.com) not syncing OUTLOOK incoming mail with webmail, sometimes for days, why?

All settings are correct in outlook desktop app for windows 10 as per Telstra's instructions so why is this not working properly. I know it is not an issue with outlook as I have other mail accounts working completely fine in outlook, one being Gmail and another being a Microsoft Exchange account. all emails download fine to my iPhone mail app (not outlook). Any thoughts or is this just an issue that's been going on for a while now it seems by other posts here and yet still hasn't been resolved.
