IP address conflict

how do you resolve / rectify IP address conflict ,I have had this issue pretty much ever since I bought my laptop 5 or more years ago , is it an easy fix or do I need to call in the professionals , it's never really caused me any dramas that I know of apart from the notification window  popping up from time to time , what does it mean ? is someone else using my info or have access to my details etc ? I contacted telstra through the my telstra app but just get lost in B-lls--t , tried contacting telstra platinum but ended up with a robot menu that goes to another menu that I just become confused with and gave up plus they wanted a fee starting at  $30.00 for a simple fix up to whatever the severity of the problem is with associated cost . Does anyone have any solution's / suggestion's  maybe had the same problem
