Hi there Mark, can't see any reason why they won't as they have made phones available for outright purchase previously.
I'd however add though, with a new release, there normally is what I would call a release/outright sales gap. In other words a period from a day, week or whatever between the device/s being made available on plan as opposed to plan and phone, mainly due to stock availability.
