Do you mean network locked (ie locked to a particular provider) or blocked as in completely disabled?
If you mean the latter, go to https://amta.org.au/check-the-status-of-your-handset/
If the former, send a message using the My Telstra app on your mobile (blue icon, bottom right of Get Help screen) and someone should respond in a few hours/couple of days. Otherwise, put a SIM from another carrier into the mobile and see if it works. If it doesn't then it is probably network locked and you will need to get it unlocked by the carrier that you bought it from.
On Telstra, only Prepaid phone handsets are network locked.
