What process is necessary for someone to be authorised to make a purchase on your billing account?

If someone was to access or make a purchase on your billing account (but you are the only account holder) what process is taken? Does the account holder have to call Telstra or sign something? I'm assuming no one can authorise this without the account holders permission?

It depends on what level of authority the contact on the account is
